The Local Government and Public Involvement in Health Bill identifies the "Sustainable Community Strategy" (SCS) as a way of identifying and sharing local priorities, introduces a duty to prepare a Local Area Agreement and makes it clear that our second LAA should be the delivery plan for the new SCS, with outcomes, indicators and a delivery section.
In light of these changes and the new drive for the Community Strategy to reconcile the three elements of sustainability – economic, social and environmental – Leicestershire Together has drafted a new "Sustainable Community Strategy" and a glossary of key terms. The final draft of the SCS was approved by the Leicestershire Together Board at its meeting on 10th March and will be published in June following final approval by Leicestershire County Council as the accountable body. The SCS sets out the priority outcomes for Leicestershire for the next five years.
Two draft evidence based reports informed the priorities identified in the SCS. Both sets of reports will be finalised when the final Leicestershire SCS is published.
The first evidence base report, titled “This is Leicestershire”, was produced by the Research Team at Leicestershire County Council. The report focuses on themes (economic development, stronger communities etc.) and people (older people, young people).
The second set of reports focus on Places in Leicestershire. As the name suggests, these reports focus on key places, arranged by District, then by Community Forum area (see Community Engagement section) and including the main towns, priority neighbourhoods, rural areas and growth locations:
- Places in Blaby
- Places in Charnwood
- Places in Harborough
- Places in Hinckley and Bosworth
- Places in Melton
- Places in North West Leicestershire
We consulted widely on the first draft of our SCS between 12th November 2007 and 16th January 2008 and comments received during the public consultation period informed the second and final drafts of the SCS.
