The Local Government and Public Involvement in Health Act (2007) places a joint statutory duty on upper tier local authorities and Primary Care Trusts (PCTs) to undertake a JSNA for their area.
The JSNA is a process that identifies the current and projected health and wellbeing needs of the local population. The JSNA is a key building block in enabling the understanding of the needs of local people. It contains our collective intelligence about local health and well being need, and forms a key element of Leicestershire Together’s overall understanding of community need outlined in the Sustainable Community Strategy (SCS). The JSNA is designed to underpin the commissioning priorities and strategic plans of the Local Authority and Local NHS. Specifically it should be used to inform the Sustainable Community Strategy, the Local Area Agreement and the NHS Operating Plan
2009 JSNA Refresh
The documents below are all available from the Leicestershire Statistics and Research Online (LSR-Online) website.
The JSNA produced in 2008 was our first attempt to complete what was an ambitious and challenging task. This refresh builds on the work completed in 2008.
The resulting product is a compendium of data that is the most comprehensive collection of health and social care data that we have ever had available to us in a single document. It represents our evidence base for understanding the health and well being needs of our local communities and is designed to underpin our commissioning priorities.
The report presented here was agreed by at the Leicestershire County Council Cabinet meeting on the 8th September 2009 and the Adult Social Care and Health Services Overview and Scrutiny Committee on the 10th September.
Whilst the JSNA document provides the key information needed to inform commissioning priorities, support policy development and service delivery, the JSNA itself should be viewed as a continuous programme of work.
The 2009 JSNA consists of the following parts:
- Executive summary document outlining the key headline findings of the 2009 JSNA and the priorities areas to be addressed to meet health and well-being needs.
- Public-facing report summarising the key findings of the Leicestershire 2009 Joint Strategic Needs Assessment (JSNA) refresh report. It sets out the current needs of our population, future predicted needs and service developments that are required to meet these needs.
- Full-length chapters providing in-depth information in addition to that provided in the public-facing document.
- Data Atlas comprising of an interactive tool that can be used to explore the data presented within the 2009 JNSA, at regional, county and district level.
- Core Dataset containing all the raw data presented within the 2009 JSNA, in static tables.
2008 JSNA
The 2008 JSNA was reported to Leicestershire County Council and the PCT as the two agencies with statutory responsibility.
The JSNA consists of three parts outlined below:-
- Stage 1 (Findings and Analysis) is a collation of existing evidence sources and contains a large body of detailed statistical evidence related to the health and wellbeing needs of people in Leicestershire.
- Stage 2 (Findings and Analysis) was used as part of a wider consultation with a range of stakeholders. It contains analysis of the data from the point of view of the overall demographic picture, the health related data and the social care data.
- Stage 3 (Executive Summary) outlines medium term priorities for improving health and well being needs, and to identify how these will be taken forward through key multi-agency strategic plans and commissioning strategies.
