Leicestershire’s priority neighbourhoods
Geographic targeting through priority neighbourhoods is considered the most effective form of intervention for areas of Leicestershire which contain relatively large numbers of vulnerable people. Neighbourhood management approaches are being developed for these areas to address problems across all the LAA themes, with significant added benefit being achieved through joined up action.
Leicestershire has 19 priority neighbourhood areas which were identified in consultation with the 7 district local strategic partnerships. Data and information from the Index of Multiple Deprivation, Poverty and Social Exclusion Index and District Local Strategic Partnerships identified pockets of pronounced deprivation within the county, based around Output Areas. Precise boundaries for intervention for monitoring purposes have been agreed and can be viewed and downloaded below.
Neighbourhood management
District LSPs are leading the implementation of neighbourhood management in the 19 priority areas. Their aim is that each priority area will have a Neighbourhood Action Team (NAT) made up of front line workers from a range of agencies, supported by a neighbourhood manager. Neighbourhood Forums will be set up to act as sounding boards for the NATs – the forums will be made up of elected members and other county representatives. The focus is on delivering neighbourhood management activities in line with the key themes within the current LAA (2006-2009). Some of the key benefits of partnership working at neighbourhood level are;
- Better intelligence sharing/ referral arrangements
- Joint problem solving/ action planning
- More effective use of resources
- Engagement with local communities/ residents
Development of the new LAA for Leicestershire (2008 - 2011) is expected to encompass a stronger focus on neighbourhood priority areas.
The Government has published a research report which explores the role of neighbourhood management in developing social capital at neighbourhood level, drawing on case studies from three Neighbourhood Management Pathfinders.

Models of Neighbourhood Management
The development of neighbourhood management arrangements in Leicestershire has been informed by advice from IMPOWER who were commissioned to suggest appropriate models of neighbourhood management. The IMPOWER report has been taken into account by local partners establishing arrangements in the 19 priority neighbourhoods.
