The Local Government and Public Involvement in Health Act (2007) brought in changes which affect the way in which local government and its partners agree priorities with central government.
Principal amongst the changes was the development of a new national performance framework and the introduction of a statutory requirement for unitary and upper tier local authorities to prepare a Local Area Agreement as the centrepiece.
Development of the new LAA
The new LAA was developed alongside the overarching Sustainable Community Strategy (SCS) for Leicestershire.
The final stages of developing the LAA took place between April and June. The final negotiated LAA was finalised and launched on 23rd June 2008.
The Multi-Area Agreement
Leicestershire Together and the Leicester Partnership have agreed to develop a Multi Area Agreement (MAA) covering the City and County. the first submission to Government of MAA proposals can be found here.
Leicestershire Performance Framework
The new LAA is the main delivery framework for achieving the outcomes in the Sustainable Community Strategy. The A3 chart shows the LAA targets along with a framework table within the context of wider SCS outcomes.
Leicestershire’s First LAA 2006 - 2008
An LAA for Leicestershire was signed in April 2006 to cover the period 2006-09. It is arranged into the following seven themes:
Children and Young People, Cleaner and Greener, Economic Development, Healthier Communities, Older People, Safer Communities, Stronger Communities
In aiming to improve the quality of life in those themes the first LAA for Leicestershire had the following ambition:
“…….better co-ordination of service delivery on the ground, better identification and targeting of assistance to vulnerable people and more integrated strategic planning and priority setting between agencies.”
