Growth Infrastructure Assessment

The Leicester and Leicestershire Growth Infrastructure Assessment (L&L GIA) was commissioned in September 2008 by Leicestershire County Council, Leicester City Council, the seven district councils in Leicestershire and LSEP/emda to examine the infrastructure implications of planned housing growth in the Leicester and Leicestershire Housing Market Area (HMA) up to 2026.

The L&L GIA examines at a high level the infrastructure requirements that arise from planned growth, how much this infrastructure is likely to cost, how this infrastructure might be funded, and how the infrastructure requirements of growth might be delivered.

The L&L GIA reveals a funding gap of £1.3 billion to provide the infrastructure needed to support the delivery of housing growth up to 2026.

Large investment in infrastructure is required across the HMA in order to support housing growth. Transport dominates infrastructure costs and there are a number of ‘big ticket’ projects which account for a large proportion of the infrastructure costs. Geographically, over half the infrastructure costs are attributed to the Leicester City area.
