The Local Government and Public Involvement in Health Act (2007) places a joint statutory duty on upper tier local authorities and Primary Care Trusts (PCTs) to undertake a JSNA for their area. The JSNA is a process that identifies the health and wellbeing needs of the local population over the next three to five years. It should inform the Sustainable Community Strategy, PCT strategic direction and the priorities and targets set by the LAA and NHS Operating Plan of the PCT.(May 2008 report) It should form the basis of agreed commissioning priorities that will improve health and social care outcomes and reduce health inequalities.
The 2008 JSNA was reported to Leicestershire County Council and the PCT as the two agencies with statutory responsibility. It was agreed by the Leicestershire County and Rutland PCT Executive Team and Professional Executive Committee on 25 March 2008 and the PCT Board on 3 April 2008. It was also agreed at Leicestershire County Council Cabinet meeting on 8th April 2008 and the Adult Social Care and Health Services Overview and Scrutiny Committee on 12 May 2008.
The JSNA consists of three parts outlined below:-
Stage 1 (Findings and Analysis) is a collation of existing evidence sources and contains a large body of detailed statistical evidence related to the health and wellbeing needs of people in Leicestershire.
Stage 2 (Findings and Analysis) was used as part of a wider consultation with a range of stakeholders. It contains analysis of the data from the point of view of the overall demographic picture, the health related data and the social care data.
Stage 3 (Executive Summary) outlines medium term priorities for improving health and well being needs, and to identify how these will be taken forward through key multi-agency strategic plans and commissioning strategies.
